I'm not ON Twitter, but I pop into it occasionally.

I know @______ is referring to someone on Twitter, their username.

What does it mean when something is posted with a # in front of it?

It means that person replied to another. So when I write to my friend alli - it shows up on mine as

@allisnamehere "You need a puppy now."

It's a hash tag that makes things easier to search for/tags things for searching. So if you want a post to be able to be searched (I think they call it tracked) by a certain word you would type #_______
