-Unless I know the other dog, I don't allow greetings on leash, period. So I wouldn't worry about whether its aggression or excitement, just get her to relax.

-Control Unleashed (book and now a DVD) is a GODSEND for all dogs, but reactive dogs in particular. The "look at that" exercise has been a lifesaver for Cassie and me both. (instead of forcing the dog to ignore the other dog/cat/person and focus their attention exclusively on you - a stressful and very difficult exercise - the "LAT" allows the dog to check out the stimulus, then return to you for a reward. (Simplified explanation, highly recommend you get or borrow the book :) )

Is there a way you can move off the sidewalk (on to a yard or a driveway) to give some distance ? Setting up the situation with a friend's dog so that she's under threshold and you can reward her for being successful will progress you faster... have the friend at a manageable distance, reward reward reward, close the distance slightly, reward, etc.

Are you walking her on a flat collar? May want to consider a head halter, if she will tolerate one.
