What does this mean?

I'm assuming it's a prop in the chemists, trying to mimic something that would really have been around in Dickens' day. At least I hope that's what it means.....

Is this real? Doesn't it sound like something Garrison Keillor would advertise on "A Prairie Home Companion"? "Brought to you by the American English Majors' Council . . . "

P.S. Don't knock "Syrup of Squirrels" until you've tried it.
