I am interested in the Upper Trinity River Basin, which is at the bottom of the graph.

I don't have a good understanding of this stuff. I need elementary terms here.


I am trying to figure out where the Army Corp of Engineers are getting their funding for the water project.

Isn't it the corps, when they say:

'As one of the leading Federal water agencies, the Corps has the technical expertise needed to assist local and state governments in implementing their regional water plans.'

Doesn't that mean funding as well as construction etc?

I don't have a good understanding either lol.

What I am wondering about. The budget request is $0. and what does Capability mean?

Capability means potential for development or use.

If they don't need anything, 'No budget request', why do they need the capability figure?
