But I don't think that is exactly how they word it in rally.If you've titled any dog in Obedience or Rally, then you enter B.

You are correct! If you've titled a dog in Rally and/or OB before, it only matters at the Rally Novice level. After that, the only thing that matters is if the *DOG* has an OB title or has achieved the RE title. Regular OB has similar regulations.But I don't think that is exactly how they word it in rally.
