So this implies that these 9 people made a trip to the ER every week for 6 years. Something is wrong here. Does not make sense to me. I can't see how 9 people could go to the ER that often. For what? Its just pure abuse on their part, or part of an even bigger fraud of people using false identification and claiming to be one of these 9 people but really a whole bunch of people that don't qualify for this care.
