I'm confused: Isn't financial aid supposed to cover tuition? How can there be an 'overage' on financial aid??

Because I'm an independent the maximum loans I can take are ~$10K per year. You are supposed to use those funds for educational purposes including tuition, books, computer, and even room & board. Because I go to a public university, $10K is more than the tuition costs, therefore I can elect to give some of it back (and therefore not owe as much in the end) OR take the extra and use it for educational purposes.

I was going to decline the "extra" (maybe take $250 for books or so) but my computer is dying... the video card is nearly shot to hell and it crashes on me a lot. Far better to take a student loan instead of putting it on a credit card (interest rate).
