I would get a second opinion before you make your decision. Also, $3000.00 sounds pretty steep for arthroscopic surgery - is that for both elbows?
I do know some people who have had arthroscopic surgery done for ED, but it was done early - six months or so. I really don't know anything about doing the surgery on a six year old dog.
