Lucic is 9 weeks old, has been going up stairs since around 7 weeks with little hesitation. Going down the stairs is another story... On 3-4 occasions I have started him on the top carpeted step (6th) and he will after a few seconds, go down. He will not do this on his own, any suggestion on how to make this a less fearful experience?

Carry him until he is bigger. That's a lot of stairs to expect him to navigate.

For me carrying him is no problem, my kids and mother are the concern with carrying now that he is a whopping 15 lbs. on a full belly, they are the care takers while I am at work.
Once he starts on that 1st step, he goes down like he has been doing it for years. Just getting to that step...
Hi i have a 10 week old black lab and i used treats to get him used to the stairs. I would place the treat 2 steps down and Zeus took to it really well. He now runs up and down them with ease which might i add has helped greatly with toilet training
Try starting on the. Bottom step, and working up from there. Put pup on the bottoms step and put a high value great on he floor. Should be no problem for him. Then ( next day, next hour, next minute, whatever, put him on he second to last step, and repeat. It may take several days, but he should get the idea pretty quickly.
If you get tto a point wher he starts to hesitate, back down a step and repeat. Have a party when he successfully completes each "step"... Pun intended!

Update: When I returned from work this afternoon, I was informed by my kids that Lucic had been following them down the stairs since that got in from school. I was so pleased to see him walk down the stairs with me to go into the back yard.
