    UnhappyBiting and chewing his tail

My 8 year old lab seems to have developed some kind of allergy. He is biting the area above his tail and has even made a bald spot. His skin seems to be very dry as he also has dandruff flakes! He has never had this problem before. I see no fleas or residue from fleas. I even have another dog that has no signs of fleas either.Could this be a "hot spot" and what is that? And how is it treated?

That is prime location for fleas as you know. I would also have the anal glands checked.
