I thought it was just dry skin at first but now it's getting worse. It doesn't bother the pup but it sure doesn't look good.
Time to schedule a vet visit.

What Laura said. Could be symptomatic of lots of things, Food allergy being one of the minor possibilities. Pup needs to see a vet.

I would definetely agree with these two. Vet visits are a must because it could be anything. It might even be a kind of "nappy rash" where he's accidentally weeing on his legs while potty training. If it isn't bothering him it doesn't sound serious, but please get it checked just in case he's allergic.
In the meantime, if the skin looks sore, try a little tepid water on the legs and follow with a mild skin cream such as Aqueous Cream BP or another mild moisturising agent. Aqueous Cream is so mild it's unlikely to cause any ill effects - we swathe our Fell in it every few weeks. I wouldn't do this too often, though, as labs have waterproof coats and over-cleansing tends to cause them to have drier skin. Just beware of him sitting too close to a fire, as our Fell does, because it causes skin to crack and makes it worse.
