what are the judges looking for when they run their hands over the dog?

why did the handler cover the beagles eyes with its ears when on the table?

The judge is feeling the structure of the bones (looking for angles), feeling the condition of the dog (Fat,soft,or in Rock hard condition), Feeling the coat, (soft and silky or course). You can not judge a dog without putting your hands on them. Coat can be decieving.
Out of coat means the dog blew it's undercoat. It just means the dog is not in full coat. Again coat changes the appearance of dogs.
I believe the handlers cover the beagles eyes to prove the size of the ears and to show the neck on the dog. I am not sure but I know they do that with Setters so the judge can see the long elegant neck. I also know ear size is an important factor in scent hounds such as beagles.
