Nature's Miracle smells very strongly of vinegar, so if all else fails wipe everything down with vinegar.
If he's going every hour or less it might be worth trying to catch a urine sample to take to the vet...with girl dogs it's easy, not sure how to catch from a male ;-) If you do get a sample put it on ice till you can get it to the vet.
One thing we had to do was limit water. Artemis seemed to be drinking for entertainment when she was younger...if a dish was down she'd empty it (even several cups) so we started putting down only 1/2 cup at a time about once/hour and left it down for just a few minutes. If she drank then we'd take her out pretty soon afterwards, if she didn't drink we'd pick up the dish. Then no more water for a while. Many folks recommend against limiting water but we were desperate. We can now leave water down whenever she's not in her crate and she drinks just a little...but she's 9 months and fully potty trained (can't say house broken b/c she isn't trustworthy out of our sight yet).

Well I went over the entire floor today after work but he ended up going once inside tonight. One thing I'm noticing is sometimes it seems like he's not emptying out because he's in a rush to get his treat. If he's cutting off the flow, maybe that explains the occasional unexplained quick turnaround pee.
I'm afraid if I stop the treats though...he won't care so much about getting all the way to the bottom. He's hard to really reward hard core when he's outside because he's just full on ADHD mode and I get to pet him like 2 seconds and he's bouncing off somewhere else to check out the next thing that popped into his head. Treats helped with that but maybe too much.
Urinating that frequently and perhaps incomplete voiding is sometimes a sign of a UTI. I think I'd take him to vet just to be sure...

I think it's just his age. They say that until a dog is 6 months old you can't consider them potty trained, it's your vigilance you need to rely on.
Until he is 100% reliable in the house, he should be supervised or in a crate. Or, if taking his out every hour works, take him out every hour. It WILL slow down, but he is still young and sometimes bladders grow at different rates.
Yes it's a pain now, but trust me when he's older and reliably house trained your vigilance will have paid off and you will be thankful for awhile. And then you'll forget what a pain it was until you have another puppy to remind you of these days, lol!
