To be specific, I live on the 3rd floor of my apartment complex. Charlie was doing good about making it down to the ground floor before going potty before but he's now making a habit of just stopping very shortly after getting out of my door and pee'ing.
I'm not sure how I should react when this happens because I don't want to confuse him. It is outside but it's outside in a place he should be going. I've tried to stop him and rush him down to the ground floor but once he starts, he's determined to finish.
This is not only happening after he's been in the kennel for awhile but even if it's only been an hour since his last outing.
Should I "NO!" when he goes to early or should I just be happy it's outside for now and worry about where outside later?
His bladder is little, and he doesn't have control at this age. You are lucky he is making it that far before going. Puppies often don't feel an urge as a warning they need to pee. When its time to go out, carry him. 3 floors is a long way for a puppy to walk. I think I would carry him to the correct spot, and really praise him for doing his business there. As he gets older you can expect more. For now, it is just about establishing a pattern. A puppy needs to go out after meals, after play and after naps. I have seen puppies go out after a meal, come in and play hard for 15 minutes and pee again. It seems like anytime they get all wound up playing they need to pee afterwards. Good luck, it will all come together. Sophie hasn't gone in the house in 3 months and she is 7 months now.

i would try two things: getting him outside sooner (not waiting as long, going more often) and maybe getting treats in your hands and get his attention just before you get to that area and talk to him, treat him (or get a toy he likes) - the goal is to distract him. There is a chance the puppy just really needs to go and is having a hard time holding it in, especially when he gets exited about almost being outside.
and again, reward when he does go outside.
I think I may have to carry Wembley out because he's sort of doing the same thing. He was making it out to the yard the first few times I got him to go out the front door without being carried. He even seems to have a favourite tree to pee on now, but if I let him out and stop to close the door (It's winter, I really have to) instead of going all the way down the ramp, he stops and pees on it. It's going to be an icy mess in no time if I let him keep that up. I'll either need to carry him or talk him into using the back door.
