I have been separating them as you say and they seem fine with that. To be honest though, since this waiting to eat scenario started I would have always have said that Roxie was the most dominant of the two. It just seems to be in this instance where she is the more laid back.

You should feed them seperate. You can feed in crates side by side or feed one outside and one in. Or feed one dog first with the other put away. I wouldn't worry too much about Roxie's weight as they tend to get long and lanky this age.

Well, I have fed many dogs side by side and they LEARN the boundaries. Feeding in the crate is fine, but then you will need to evenually transition them to eating outside the crate, and they'll still need to learn those boundaries.
When the male eats out of the females bowl, why aren't you stopping it the minute he LOOKS at the bowl?
I have an older dog that plays games sometimes. He won't eat until everyone is done, and then when the puppies come over to see what's going on (they are allowed to look at and lick empty bowls), he'll growl at them. But I doubt that's what's going on.
Use the 15 minute rule. Food is removed 15 minutes after being put down. If she is going to screw around and not eat...sorry puppy, no meal for YOU tonight. Try it again tomorrow. And seriously, YOU are in charge, that male pup should have been corrected the first time you caught his nose in her bowl. If you want two pups, you are going to have to train two pups, which means playing referree during meals and watching until all are done.
