She is outside because she is deadly afraid to come into the house. No one knows why she is owned by a couple who runs a church down my road. They want her to be indoors but she is so scared she wil not go near the door.

if a dog has lived in one situation its whole life, it may be afraid of ANY environmental change, even one that we would think would be 'better'. Rehabbing puppy mill dogs, to use one classic example, is a very slow, gradual process and can't be rushed.
Doorways, in particular, are often issues for unsocialised/fearful dogs.

How old is the dog? Has it ever lived inside?

She is 11 I beleive. She lived inside for about 2 years then they had to put her outside due to there grandkid is allergeic to her. Now he does not live with them and she just does not do inside.
