For Novice, can you say "heel" when you turn, or is the only "heel" allowed when you start from a sit? Too many years, can't remember. :P The rules say I can tell my dog to heel when we start, but I couldn't decide if it was allowed for right/left/about turns too.

I think it's only when you start & after each halt. I'll check my regs and see what they say.
eta- OK, from the Regs- " ...After each Halt, it is permissible for the handler to gaive a command or signal to heel before moving forward again."

It isn't permissable, but you can give a command to heel at some other point if your dog really needs it - but major points will be taken off. I think that I have given Emi an extra command everytime she has been in the obedience ring (even in Open) and we always passed heeling (except the last show).
