Red Droopy Lower Eyelid

I am a new dog owner of a 5 month old black lab. When he was about 3 months his lower eyelid became red and droopy. I took him in to the vet and he gave me drops to see if it was allergies. That didn't seem to do anything and I took him back a third time and they said he just has red, droopy lower eyelids. Has anyone else experienced this or have any suggestions of what it might be? ???

My yellow has this same thing. It is normal in some labs. Bo has more skin than Luke does, so sometimes his droops down. No biggie from what I have read.
