Duke has a growth by his eye...help please?

Our first lab, Shadow, had one. It was there for awhile by her left eye. Our vet said a skin tag. It got a little bigger & it may have been bothering her since we caught her rubbing her eye. Our vet removed it with local anesthetic & it never came back. It was benign.
