Tracking a breeder using a Tattoo

I fostered my first dog early this year, Jake, a black lab. we never were able to get his papers but he was tattooed. Out of curiosity, his new family is doing some research to find more information. They checked with CKC and the Canadian Labrador club and he was not registered in Canada. The tattoo matches the pattern for a registered dog, the breeder code doesn't match any registered breeders in Canada.

Any tips? suggestions?

Thanks Melissa - this is what we have so far (this is from his new family)

Jake's tattoo number is easy to read except for the first character which could be a C, 6, L or a G. The remainder of his tattoo characters are EP 6K. So it could be CEP 6K or 6EP 6K, LEP 6K or GEP 6K. I was able to get a copy of the labrador breeder codes for Canada and he doesn't match any. As well the CKC told me that his breeder code doesn't match any breeder they have on their books either. I haven't checked with anyone in the U.S
